Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just eight days before national elections.

Testing Reveals Consistent Bias in AI Suggestions

The four chatbots tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a report released ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the user’s input exactly matches the positions of these political entities, the study pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she added.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed around Europe for the showing of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.

Every significant political faction have ruled out an alliance with the PVV, implying the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
